Job Title: Building and Civil (B & C) Technical Officer (TO) Reports to : Design Team Lead Engineer Who reports in to this position: Interface reporting by a team of at approximately 10 staff members; Building Surveyor, CAD Operator and Cartographer, M&E Tech, Engineering Surveyor; consisting of UK Nationals and Internationally Recruited Workers Location Kandahar Airfield Working Conditions: Based in an operational theatre of war, with arduous conditions 3. Core Responsibilities and Duties • Provide first point of contact for the civil and building technical team • Responsible for ensuring application and compliance with the Health and Safety at Work Act 1974. • Undertake activity specific Risk Assessments and produce mitigation Method Statements. • Ensures delivery of assigned tasks in strict accordance with the client requirements and specifications in a timely manner. • Assist relevant Leads from Base Camp FM Team in supervision of the Works team and sub contractors, as directed, in the performance of the assigned tasks. • Ensuring the appropriate QA/QC and technical documentation is applied to and enforced on the various assigned tasks. • Deputise for the Building Surveyor and/or Quantity Surveyor during leave rotation or other absence as directed. • Providing guidance on codes of practice, BS EN standards and best practice. • Perform take offs and pricing of equipment and materials on assigned tasks. • Initiating ordering, correctly identification of materials to enable procurement via the Logistic & Procurement SRS system. • Assists the Base Camp FM Team with problem solving • Support to Base Camp FM General Construction and Plumbing Leads to deal with workload peaks and during operational surge • Other duties as directed within relevant discipline.
2. Qualifications, Experience and Skills Essential: • A minimum of HNC, HND or equivalent in Building or Civil Engineering- studii universitare in inginerie civila/constructii • A minimum of 5 years relevant post qualification experience. • Site based supervisory experience of at least 5 staff • Experience of working within an environmentally constrained regime. Proven ability of applying good environmental practices in tasks performed including the investigation of accidents and incidents, carrying out risk assessments and risk control and complying with UK health and safety legislations. • A proven record of interpreting technical drawings from concept to handover of constructions works. • A track record of producing written reports and document site meetings, formally. • Ability to plan all site operations and adapt to changing circumstances including Microsoft Project or equivalent and meeting deadlines. • Experienced in bid work • Full, clean driving license • The language requirement for this role is requires the candidate to be fluent in English to a minimum level of NATO 3333 standard. Preferred: • Knowledge of airfield operations and services would be an advantage. • Be familiar with NATO, ICAO and ISO terminology. • Experience of working on operations in austere remote sites or in developing nations. • Experience of dealing with asbestos removal • Familiar with or have experience of US or UK building regulations • Structural Engineering experience
