Performs supervisory functions and exercises financial authority at the level established by management for the position. Provides professional advice to Senior Staff within Operations Function and user division/departments on defining and evaluating the need for contracting different activities; most cost effective contractual approach and price structure through analyses of market trends; optimum contracts’ negotiation strategies; potential contractual pitfalls and ensures inclusion of proper contractual terms and conditions to avoid them. Assists end users and participates in negotiating contact terms and conditions on their behalf to safeguard the Company’s interests. Controls and monitors contracts of assigned divisions/department to ensure that the interests are contractually safeguarded and fully protected at all times. Includes reviewing objectives, requirements and assessing priorities to ensure that conflicting demands and critical dates are met and fulfilled in the most efficient manner. Plans and develops tendering/contracts strategy for assigned divisions/ departments. Develops and updates tender and contracting documents to ensure that the Company's policies, procedures and instructions are incorporated in such documents including the preparation of tender / contract packages ensuring the adequacy of the individual components of the packages and that they are prepared to ensure integrity and continuity throughout contract life. Administers and monitors tender/contract review and approval cycles to ensure that the respective packages maintain and meet users requirements. Attends Tender Opening Committee meetings, collects priced bids on behalf of assigned divisions/departments and distributes to concerned parties for necessary action in a confidential manner. Coordinates functional review of completed tender documents and liaises with all parties concerned to ensure timely review and processing. Undertakes commercial evaluation of and ensures strict confidentiality. Recommends commercially acceptable bidders and process for authorization. May attend Tender Board meetings as required. Ensures that recommendations are routed to the appropriate authority for approval consistent with the Company’s delegation of authority manual. Prepare or supervises the preparation of contract documents ensuring proper coverage of all the terms and conditions agreed upon with contractors through either their bids and/or negotiation and coordinates their functional review by end users, Finance and Legal departments. Monitors contracts’ administration activities and provides clarification of contractual terms, as required, to ensure that the contractual interests are safeguarded and fully protected at all times. Supervises the maintenance of various contractors and contracts records, covering contractors’ performance, contract documentation: bank guarantees, performance bonds, insurance policies, etc. Supervises the preparation and updating of related computerized data bank. Develops reporting systems to provide appropriate information and contractor appraisal systems to establish contractors suitability for future works. Participates in the Contractor’s Pre qualification Evaluation Committee involved in assessing the capabilities of consultants/contractors/vendors to undertake particular scope of work for assigned divisions/departments. Ensures that potentially suitable consultants/contractors/vendors are included in the Division’s Standard Bidders List. Monitors consultants/contractors/vendors performance and liaises with concerned departments to evaluate the services of each contractor and updates bidders list accordingly. Participates in the development and maintenance of standard/master tender/contract documents. Liaises with Legal Department and Finance Division and supervises the updates of general conditions for engineering contracts as appropriate. Acts as the Division’s focal point with Legal & Contracts Department on all matters related to assigned contracts. Monitors expenditure of each contract against its value and provides advice and support to amend contracts conditions and/or values accordingly. Reviews variation orders and contractors’ claims. Examines their contractual admissibility, participates with staff of the proponent department in formulating the Company position and recommendation of appropriate course of action. Participates in related settlement negotiations and revises variation orders accordingly. Prepares or supervises the preparation of all correspondence / submissions related to assigned contracts. Includes bidders lists, request to tender, tender invitation, award recommendation to Senior Management and/or Tenders Boards and all faxes to Shareholders pertaining to contractual activities of the assigned divisions / departments. Supervises the production of contacts status reports on routinely basis. Participates in the ongoing training and development of assigned UAE national employees. Includes assessing employees training and development needs, preparing structured development/familiarization programs, monitoring and reporting on progress and counseling employees, as required. Knows the company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain. Ensures, by appropriate monitoring and review, that work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow up. Carries out other similar or related duties such as preparing studies, statistics and memoranda on operational matters as assigned by the Department Head.
JOB REQUIREMENTS: Minimum Requirements : B.Sc. in an Engineering discipline. 8 years’ experience in project management particularly contract preparation and administration including at least 5 years in oil and gas industry. Fluency in English Language.
