This position is responsible for the continued development and maintenance of Honeywell Transportation Systems' EMEA import-export compliance program. The TS EMEA Trade Compliance Manager will provide leadership and expertise in ensuring EMEA trade compliance for Honeywell Transportation Systems. This role has direct responsibility for overseeing EMEA import and export, ensuring compliance with EU import and export laws, as well as free trade and duties eligibility for various programs, providing a full coverage of Company's reputation against penalties associated with non-compliance: sanctions, fines, loss of import or export privileges, disruptions on deliveries to customers and plants. The EMEA Trade Compliance Manager works cross functionally with EMEA Honeywell business and operations leaders to broaden awareness of trade compliance, establishing and maintaining the strategic direction of the function in alignment with the changing regulatory environment. This is accomplished by interfacing directly with the various Transportation Systems strategic business units (SBU) import-export compliance personnel and functional area leaders to drive process improvements implementation in all areas of import-export compliance. Covering a total number of 6 sites in United Kingdom, France, Italy, Slovakia, Romania and Czech republic with a total import value $400 M. Managing a $9M duties cost budget, liability of estimated $5M (excluding penalties and interest that can be applied for negligence in customs compliance and/or gross negligence) and supervising various duty incentive programs with a yearly duty avoidance of $6M. Position is responsible to lead all customs audits that may be triggered in the whole European region, and for monitoring key industry developments, legislative, and regulatory changes affecting Honeywell Transportation Systems. Position leads with business unit management and other functional area managers to investigate possible customs compliance violations. Position will report to the Global Trade Compliance Director, and interface with Transportation Systems business management, Corporate Customs and Export Compliance senior management, customs brokers, freight forwarders, internal/external legal counsel, customers, suppliers, Customs Authorities and government officials. Position will also provide supervisory support, training, mentoring, to EMEA SBU import-export compliance personnel and will also assist the TS EMEA Supply Chain functions with all departmental goals and objectives. • Responsible for Trade Compliance in Europe • Lead and support Government, customs authorities and internal audits; • Conduct Customs compliance on site review/self-assessment, write audit reports including compliance improvement plan and support sites with implementation; • Responsible for import /export Clearance Cycle Time and other Compliance KPI for the region • Report to Global Steering Committee members (SC Director, VP ISC, CFO, ect ... ) Europe Metrics, new regulations, trend, risks, and opportunities • Manage brokers with Corporate function: Broker selection, contract, eauction, implement and supervise score card/KPI, contractual agreements and SOP; • Management of all import-export operations in the region; • Perform export control management screening thru Denied Party List/Sanctioned Party List programs and GTS system; • Implement controls and supervise determination and maintenance of Country of origin, Classification and Valuation for components and turbochargers with Supply base and Sales administration; • Coordinate with various functional areas to minimize risks/maximize opportunities, including but not limited to Legal, Tax, Supply Chain, Supply Base, HS&E, Finance; • Become aware of and disseminate regulatory requirements/changes (actual and proposed) to all EMEA TS businesses and functional leaders; • Monitoring key industry developments, legislative and regulatory changes affecting Honeywell Transportation Systems; • Support Global Trade Compliance function with on site reviews; • Implement and collect import and export statistics of all EMEA TS sites and provide to Global Trade Compliance and Business Management forecasts and duty saving opportunities; • Responsible for Duties FI reporting , and metrics and work with FI for planning and accounts review; • Deliver AOP, STRAP duty costs , risks and opportunities, cost and risk mitigation solutions, duty saving/optimization projects initiatives; • Identify and support import duty savings; • Support landed cost analysis; • Support Incoterms buy/sell decisions; • Coordinate with Global Trade function TS initiatives with the SBUs; • Support cross functional projects (Sales, Supply Base, Supply Chain, and Finance) with duty impact analyses and winning opportunities in case of source changes or new Supply Chain flows; • Promote TS import and export strategic initiatives in EMEA region and coordinate with Global TC function TS initiatives with the SBUs; • Formal communication to customs authorities: customs request for information; ect .... • Verify import and export recordkeeping and conduct post entry audits of import and export records for all EMEA TS sites; • Act as In-house resource on EMEA import and export matters while ensuring best practices programs consistent with EU customs regulations and Honeywell import-export policies; • Manage local broker(s) with focus on Commodity Codes. Monitor performance, address local service issues, ensure the development of standard operating procedures; ensure development and execution of entry audits and billing; • Classify TS EMEA part n° and Maintain EMEA HTT customs classification in GTS; • Responsible for EU preference process and preference administration in GTS for HTT: preference management, issue Long Term Supplier Declarations for Swissco plants and customers; monitor compliance of preference calculation and process in GTS system, supervise Long Term Supplier Declarations for vendors and support Purchasing administration in annual dunning process and new vendor creation; • Lead Intrastate process improvement and implement post audits; preparation of Intrastate reports for Italy, Romania, and France; • Create and deliver import and export training to identified staff in EMEA ; • Deliver periodic Export Control Training to identified staff, report to LMS, as requested; • Deliver awareness session to Functional groups: Finance, Engineering, Supply Base, Tax, Logistics, Sales;


YOU MUST HAVE Bachelors Degree. WE VALUE English is mandatory Skilled in Microsoft Office (Excel, PowerPoint, Word) is mandatory. Knowledge of other languages will be beneficial. A minimum of 5 years of import-export compliance experience required Experience in systems knowledge (SAP) is essential Knowledge of GTS Compliance will be added asset Capable of planning and managing own work. Experience in developing and delivering training on site or via remote web based applications. Experienced in drafting formal Customs correspondence. Able to motivate others to drive peak performance. Must be self-motivated, goal oriented, and able to work independently in producing results. Proficient with: Microsoft Word, Excel, PowerPoint, Project, Access, Visio, Publisher, Live Meeting, Adobe Acrobat.
