OPERATIONS ENGINEER (oil operations/oil movement/oil storage/oil terminal) at S.C. Oil Terminal S.A., Constanta, Romania (http://www.oil-terminal.com/en/) 1) TECHNICAL ADVISER & OPERATIONS PLANNER FOR TERMINAL AND COMMERCIALS OPERATIONS (6 hours office & 2 hours field, I coordinate activity for field engineers and workers from all 4 warehouses): - 24/24 advise on operational manager and chief of terminal operations about how to conduct all activities from oil terminal in a best manner of performance, request and verify clients commands and the commercial documents, responsible for all document management and engineering functions for all operations; - Plan, organize and provide lay-cans for entry into operation of ships and barges who operating in the oil terminal berths, assuring the achieving in time of loading/unloading contract terms, and proposal of measures leading to avoidance during "dead times" as well; - Good working knowledge of total utility operations including pre commissioning, commissioning, start up, shut down and previous responsibility for preparing, monitoring, supervising and analysing forecasts; - Plan, organize, monitor, coordinate and supervise all activities conducted by the heads of installations, shift supervisors and/or shift leaders for all products from all storage farms for loading/unloading/storage/ bunkering at/from ships/barges/rail tanks/auto tanks for liquid chemicals/petrochemicals/gasoline/diesel/ vegetable oils/fuel oil/crude oil in accordance with internal specific quality procedures, respecting and knowing very well technological schemes (all storage tanks farms, products that are in each onshore tanks, pumping routes, flow rates of all pumps, the berths, loading arms and the products which can be operate in each of these); - In the field, I verify and make sure that all employees wear protective equipments in accordance with HSE procedures for the work they perform; - Liaise on a day-to-day basis with all internal and external services/clients involved in operations to ensure efficient operations from every fields; - Keeping and organizing daily operations stocks for all products, check this stocks with evidence service, then communicate quantities for each products to superiors (operational manager & chief of terminal operations); - Receive, verify, distribute, store and archive commands and customs documents of import - export received from clients who will accompany the products to their destinations; - Other commercial tasks, such as tracking customs declarations and taxes of handled oil products; - Training and mentoring students who performing practice in oil terminal, other tasks. 2) TERMINAL / WAREHOUSES OPERATIONS COORDINATOR & SUPERVISOR (8 hours office & 4 hours field, I coordinate activity of over 200 workers on shift): - During the shift, I planning, coordinating and monitoring all operations included in operations plans for loading/unloading/storage/bunkering at/from ships/barges/ rail tanks/ auto tanks/ onshore tanks for liquid chemicals/petrochemicals/gasoline/diesel/vegetable oils/fuel oil/crude oil in accordance with specific procedures, respecting and knowing very well all facilities and technological installations from all 4 warehouses; - Operations experience with compressors, power generators, turbine engines, pumps, meters, instrumentation and electrical devices in order to support plant operations (safe, stable, efficient, optimum, within operation envelop, troubleshooting, process incident investigation, change management, etc.); - Key involvement in pre-commissioning, commissioning, start up and shut down of storage terminal & marine loading/unloading facilities; - Maintaining continuous connection via radio stations with all warehouses and all operating ships/barges and utilizes technology such as computers, telephones, fax machines and other communication equipment; - Liaise, coordinate and monitor on a day-to-day basis with Romanian Naval Authority, Regional Directorate for Taxes, Excise duties and Customs, loading masters, shift supervisors, superintendents, independent inspectors, port / ships agents to ensure efficient operations; - Plan, organize, request, monitor and coordinate all activities performed by the heads of installations, shift supervisors and/or shift leaders from 4 warehouses, loading masters and independent inspectors nominated in operations plans for making measurements/inspections at onshore tanks, ship tanks, rail & auto tanks; - Apply business practices including QA/QC, contract administration, procurement, business risk identification and mitigation, estimating, scheduling; - Request to start up/shut down the loading/unloading of ships officer/shift supervisors after confirmation by performing accurate and opening routes for pumping in/from onshore tanks nominated in operations plan; - Monitor the pumping/ship by regular checks and comparing quantities pumped/ received from/to onshore with the pump/received to/from the ships; - In case of damage, I present myself in installations and take measures for limiting the damages and recommissioning production capacity, following internal procedures; I take measures to prevent industrial accidents and occupational diseases are responsible for application of the rules of working safety and fire equipment, the provision of equipment and production means specific to subordinate to the activities; - Assure safe use and operation without breaks of installations, equipment and machinery with continuous functioning mode or with the use dangerous high level; - Inspection on fields for reviewing and maintaining of company HSE and QA/QC programs and procedures, conduct safety checks of work area before permit is approved; - Conduct activities for permit to work and supervision for hose connection operation for unloading/loading; - Coordinate, monitor and supervise the metering of products handled, make sure that operations track and measuring within flow meters installation is performed in accordance with the optimum operating parameters. Also, I coordinate and monitor activities of panel operators for all operations during the shift and receive from this all quantities passed through flow meters (skids); - Plan, organize, take the necessary measures and give immediate solutions to remedy and intervening operative in any cases of failure, technical accidents, fires, pollution and/or other events. EMERGENCY DISPATCHER (2 months temporarily transferred, 12 hours office) at S.C. Oil Terminal S.A., Constanta, Romania (http://www.oil-terminal.com/en/) - Preparing and submitting reports and statements on all ships, all movements chemical / petrochemical / petroleum products that were executed during the shift and the product stocks to the General Manager, Logistics Manager, Mechanical & Energy Manager, Commercial Manager; - Receive and responds to emergency and non-emergency calls including from employees and plant operations personnel via telephone and radio systems; - Prepares and maintains required records and reports on all calls received as to nature, time, units assigned, location of request and by who made; - Processes and evaluates information received, prioritizing calls and dispatching required assistance; - Monitors and coordinate on site activities of the First Intervention Team and Medical Emergency Team activity and assignments via radio and phone communication systems; - Maintain preparedness of the Incident Command Centre; - Utilizes technology such as computers, radio systems, telephones, fax machines and other communication equipment and create and maintain automated or manual logs of emergency response activity; - Ensure the company's Scenario Inventory, Contingency Planning, People Enablement, Equipment Enablement, Facilities Enablement, Training Enablement, Exercise Enablement following the group's policy; - Responsible in optimizing, preparing, response arrangements and solutions needed to combat and mitigate the direct & indirect consequences of emergencies as they relate to people, environment and property; - Provide coordination and direction for implementation during major incidents; - Assist in providing on-the-job training for fellow dispatchers and students and submit progress reports and evaluations on trainees; - Inform the superior (General Manager) of the events produced during the shift, other tasks.
FIELD OPERATIONS SUPERVISOR AT QA/QC DEPARTMENT (2 hours office & 10 hours field) at S.C. Oil Terminal S.A., Constanta, Romania (http://www.oil-terminal.com/en/) - Permanent checking and monitoring the correct routes realization for pumping by the workers subordinates the shift leaders/shift supervisors, for each product including: pipelines, valves, tanks, pumps, berths arms, hoses connected before starting activities of pre commissioning, commissioning and start up; - Signing and supervising the working plans made by the shift supervisors, after verification on field if route of pumping are done correctly, for all activities during the shift and fill up conformity or non-conformity reports; - Carrying out quality control on the flow of service provision receipt storage, delivery of crude oil, petroleum products, petrochemicals and liquid chemicals; - Supervise onshore pipelines and valves, shore tanks when vessels/ railtanks/ autotanks discharging or loading cargo, checking manometers and gauges pressure and for non-leaky at manifolds and register all in logbook; - Check lines, by-pass, transfer pumps when pumping start and register and inspection of columns, tanks, drums, vessels, pipes after mechanical completion; - Supervision and control of the daily technological operations; - I assisted in preparation of standard operating procedures for pre-commissioning, commissioning, start up, shutdown and emergency handling; - Actively participant in carrying out, maintaining, implementation and improving the QMS / HSE procedures; - Looking for safe working methods and identifying unsafe acts and conditions; - Watch out to keep the environment clean and prevent pollution; - Identifying environmental issues and signs during and following technological processes. Oil Terminal S.A., Constanta, Romania (http://www.oil-terminal.com/en/) - Operated at loading/unloading products like as methanol, benzene, acrylonitrile, toluene, ethylene glycol, diethylene glycol, octanol, phenol, urea, ethanol, MTBE, ETBE, MEG, DEG, liquid caustic soda. trichloroethane, trichloroethylene, perchlorethylene, orthoxylene and many other chemical/petrochemical/petroleum products; - Manipulation installation of sulphuric acid (H2SO4) for neutralizing liquid caustic soda; - Carrying out of start up, shut down and service loading and unloading of petroleum products, petrochemical and chemical liquids flow receipt, storage, delivery of petroleum products, petrochemicals and liquid chemicals; - On my shift, permanent coordinating and monitoring activities of all team members regarding loading/unloading activities for ship/rail tanks/auto tanks and all movements that are performed in technological facilities for the above processes; - Performing pumping routes from loading/unloading ramps for rail tanks/auto tanks/onshore tanks and pumping routes for blowing - Maintaining and achieving closer relationships between the services involved in the process of receiving, storing, wrapping, delivery of petroleum products, petrochemical and chemical liquid level from warehouses; - Actively participant in carrying out, maintaining and improving the QMS ISO 9001 standards/HSE procedures; - Obligations to respect all internal procedures within the service running, as well as technologies and technological schemes for products handled in company (QMS ISO 9001 standards and HSE procedures); - Fire prevention measures to prevent the causes that can cause fires; - Team coordination and monitoring activities in case of technological accidents, pollution and fire; - Identification and signs of environmental issues identified in the flow of service, other tasks.
MOTORMAN & 1st MECHANICAL at S.C. Oil Terminal S.A., Constanta, Romania (http://www.oil-terminal.com/en/) - Worked in West Africa on the bunkering tanks between the 1993 - 1995 and in Romania on bunkering tanks, fire fighting ship (motor & pump man), depollution ship, tug and motorboat for limiting and fighting against the pollution; - Carrying out of service loading/unloading/bunkering of petroleum products on flow receipt, storage, supply petroleum products from shore/ship to ships/barges; - Apply the proper fluids, coolants and oils to all engines and motors, also check gauges, fluid levels, lubricants and report any problems to supervisor; - Assemble motors, pumping, equipment, attach pumps and hoses, replaces parts of machinery supplies and/or sub-assemblies; - Operate and maintain in good conditions diesel motors, diesel generators, boilers, hydraulic pumping systems, transmissions and other mechanical equipment; - Faults is accurately recorded during the tour books, any motor, pump or machine room facility and causes fault mode and time of remediation, and participation in the maintenance and/or repair of any equipment, pumps, motors from on board; - Fire and pollution prevention measures to prevent the causes may cause accidental pollution or fire on board, and if necessary intervention; - The shift completion report according to internal procedures, other tasks.
